How common is it supposed to be to get a halloween themed pet from handfuls of candy? I've made 53 handfuls so far and only gotten brewing agents and chocolate coins every time.

very much quite rare.
I've made nearly 200 handfuls at this point and it'd probably be considered good luck by most that I've gotten two themes from them so far

I would be interested to hear from Krin what that probability is in the code.
