Where or how do I unlock the third party slot? I know you use the Esior Haven plaza for the second and figured he would let you unlock a third but it was greyed out

the third slot is bought/unlocked at the plaza of the Sanctuary of Saerielle, the town of the second region (Umbra Forest)
