I wanted to suggest to my brother to make an account on Sylestia, as I am enjoying the game and I think he would too, but from what I've read two people living in the same house can't have separate accounts even though we use different computers, is that true?

Two people can have their own accounts. A single person just cannot have more than one account.

So two accounts on two separate computers is fine but two accounts on one computer isn't?

It's not dependent on computers or locations. It's dependent on the person. One person can only have one account, no more. It's as simple as that.

The Referral System thing is just that it won't let the same IP Address credit towards Referral Bonuses. There's no rule or anything against it - that's just how it will be coded and those who try will just receive an error saying they can't do it.

But, the important part is that each person is only allowed one account, period.

If each person have registred on DIFFERENT computer, you'll
be just simply fine~ :3
So if you register on your and your bro/sis or such register on
another, it should be fine~ :3

Just throwing this out there, though it's not exactly a problem of mine. I know we have a lot of younger users as well as older, and not all households have multiple computers. What about those families who only have one computer, or have to share computers between siblings, but they both want to play? If one were to find Sylestia first and show it to their sibling, who would then have to register an account with the same IP address because they don't have any alternatives, do they just not get accredited referral rewards?

I mean, I kind of understand why not, but it seems slightly unfair to those persons. And banning one's IP wouldn't stop someone who really wanted to exploit the system from using a different IP address for a second account (or a router that can randomly reassign a new IP to their computer).

We are most likely going to scrap the restrictions and just monitor on our own.

But to reiterate, the ONLY rule here is that each person can only have one account. There was never a rule regarding the referral IP Address thing, it was just stated that it wouldn't work. However, we never even implemented that check into the system and are now deciding to not implement it at all.

So again, the only relevant piece of information is that each user is only allowed one account.
