What does it stand for and how do I do it??? I've had people do it to me, but I can't do it out

It stands for 'Cash on Delivery'.
When you're in your Inventory, you select the item you want to send, and click the little white envelope with the green arrow, you'll then be prompted to enter the name of the person you're sending it to and the CoD Fee, you then click Send Item.
