(note that I was not on the site when customs were allowed; might have missed something)
tl;dr: you can't make customs now.
some years ago there were monthly avatar items released every...month...obviously. ;w; and users were allowed to repaint those items using photoshop or other programs, and for some additional payment their items were made in game and given to them. when admins cancelled releasing monthlies, customs became unavailable.
