how do you give out personal items in the trick or treat and what are the personal items you can give out

You can give out wardrobe or brewing items for certain. Possibly pet dyes and mutators.

To give out personal items in the Trick or Treat, click the "Answer" button on the "Visiting Trick or Treaters" section and click "Personal Item" when the new window opens. Once you do that, you'll see a list of all the items you have in your inventory which can be gifted. Select the one you want to give out and then click "Gift Item".

Based on what I can see in my Trick or Treat, you can give out avatar items, essences, mutators, dyes, prismatic philters, magical pies, masterful snare traps, perfumes, disruptors and Sylesti Brewing items that you have in your inventory. There might be more options that I just don't have in my inventory, but I wouldn't know. :)
