You can buy pet traps at the town markets. You should be able to find lesser traps in esior's haven. Jinxie will also give you some when you do the capture a sylesti quest.

I bought a Trap from the Diamond Shop ad caught a Sylvesti with it, but I didn't clear Jinxie's quest. Do I have to use a lesser Capture Trap? I'm broke on gold, soo.....
EDIT- Nevermind, just completed the quest, had to wait for the event to happen.. Oh well!

With Jinxie's quest you can't just catch any pet, it's a scripted quest so you'll just have to keep exploring and then Jinxie will tell you which pet to catch!
Also, I don't recommend using diamond shop nets for low level pets, save those for really really rare ones.
