Whats the breeding generator for and why can't I use it yet?

You can't use the breeding grounds yet as it is for breeding your sylestis of the same species. Some sylestis won't breed together because:
A. One or both are adolescents
or
B. They might be related. It's hard to tell because they didn't implement the genealogy feature.

Actually, the breeding generator is different from the breeding grounds. the breeding generator is not yet implemented. If I'm correct, it will allow for you to test breed sylesties that are not yours. (Since the breeding GROUNDS only allows you to test breed sylesties owned by you.)

Actually, it's VERY easy to tell which pets wont breed together this way. Pets won't breed with other pets that share ONLY one or both of the patents. Coursins can breed together as can grandparents breed with grandchildren.
