how do you use the region chat in the fall festival event (esior fields)?

The region chat is in the bottom left-hand portion of the screen. You use it just like any other chatroom. You type your message and press 'enter' to send it. :p

If it hasn't been working, it might just be because of the surplus of people that have been online the past few days; its really been weighing on the sight's servers. ^^ It should work eventually. If not, you could always join General Chat by clicking the "chatrooms" button on the lower left-hand corner of any given screen. :)
