Edited (outfit 1) (With armor and better horns, no feet yet, or gloves):
Frosted warden horns:
The horns themselves are supposed to look like they're made of ice, and look a little see-through,
while The frozen dewdrop and rope' with icicles is supposed to be glowing. Hair can be underneath the horns
Frosted warden wings
They're supposed to be semi see-through
Outfit:
Frozen warden armor
For the outfit garb, a regular set of ornate armor with a few nicks (supposed to look like ice). the frozen dewdrop glowing,
Hand-Held (there will be two):
NONE YET
Back:
Frozen wind
the wind with icicles and snowflakes are supposed to be semi-glowing, a little more than semi see through, and should flow around the whole body (including the horns and wings)

Hi! I'm not that good at feedback but I'll do my best.
For the frozen wings maybe add a bigger piece of ice towards the center that starts around where the wings are closet to the back.
You might want to add some really pale blue-ish purple and greens to the edges of the pieces of ice but that might just be a personal thing.

With the design of the horns feel like Frosted Warden or something of the sort would work better,it dosn't really give me frozen dewdrop vibes.So maybe for the body you can add a armor of some sort?Maybe go more nordic in deisgn or somethign?

The horns look very similar to ones already, like the Faun Horns or Fairy Dragon Horns. Or Nordic Warrior horns and Draconic Horns, maybe go for horns like: https://www.youtube.com/watch?v=0RnTdqjZHPc Skip to 28.45, with the bigger orb and more versatile shape. If you go to 1.44 in the video you can see all her horn ideas. The color scheme is mono-chromatic, and I'd recommend breaking up the frost pattern with little things, like maybe snowflakes, or runes?
The frost (thorns? vines? Ropes?) looks really confusing all over the body, I might go for halos around the legs and arms but not the vine-like shape you have. I'd recommend bulking up the shoulder pads, adding some nice niches and plates in the armor, and changing the wings so they look more snowflakey in appearance.

Thank you for your post, I suck at making the "wind effect with snowflakes and icicles" around the body, and I couldn't fix it to size after I added the armor, as far as the armor itself, well I'm not that skilled, but will add the bigger pads, the softer wing idea, i love and will get to it when done with homework.
