You have to buy it at Eternia witch isn't a zone you have access yet at your level, once you finish the Umbra Forest part you will be able to go there.

I believe the third slot should be available from the Plaza in the Sanctuary of Saerielle, the second town

The reply by somneli is correct. Once you get to the forest area (second area), you can get your third slot.
