What does the first clue mean? All I can think of is the towns, but you can only explore them during raids...

Think unknown and mystery. A mysterious place, and someone was instructed to guard it. It's in the 3rd region. You might not have unlocked it yet, judging from your level. I can tell you that it isn't sweet blossom orchard.
