Yep! Frosty Witch Draeyls are majestic themes, so they naturally have great stats.

Please make sure your information is correct. Majestic themes do not naturally have higher stats that regular themes. They have those higher stats because of boosts added during their creation. A majestic theme can have regular, non-boosted, stats like every other pet.
Example of a Frosty Witch Draeyl that didn't get any boosts during its creation process.

Regular and fabled themes can also have boosts added. Then, if a prismatic philter is used in the hatching process, the pet will have even higher stats.
More examples:
Non-boosted Wilted Rose Puffadore

Boosted during creation

And one that got a prisma as well as boosts

The only difference between a Majestic theme's stats and another theme's stats is the fact that a Majestic can get two extra boosts during creation by keeping the pet perfect during the process. A regular or fabled theme will only get one boost and then an extra, random, carried trait. This happens because a majestic theme can only have the traits from that theme while a different theme can have any non-restricted trait.

For better identification of your pet stats you nead to look at their base stat, the first number in the parenthesis, a pet is considerated as a high stat when most if not all of those numbers are around 70 or above (aside from health and mana). ^-^
