I have a couple of festival quest where it says to use enchanted water but I dont even know how to find it let alone use it. If you know please help since I would really like to complete this quest to get seeds for some dirt I have.

1: You can find it while exploring or buy it on the broker. Just go to miscellaneous and search up 'water'.
2: Go to the shared garden and water a flower of your choice. ;)

Beau's information is correct. Just to be more specific, though, the shared garden is in the Spring Festival Zone. Upon entering the zone, follow the path left and you'll come across the garden space.
