It's possible he lowered ours as well, and if he did, well, cool. If he didn't - we shouldn't be having too much of a problem ourselves. I don't think it much matters what he chose to do for us oldies c:

The stats were just reduced for those with a lower user level since I was seeing a lot of low lvls having issues due to a lack of gear/experience/party slots.
We are fine with their difficulty for veteran players.

I've been eagerly awaiting this event, my first spring festival ^-^ everyone said it would be good and they haven't lied!!! So cool!!!!

Has anyone found one of those kelps yet? I was told they can only come out of seed packages, but very rarely, but by your post, it makes me think it could be found with a perfume. I dont think anyone has found one yet.
Or is she/he a maze only pet? :(

The majestic maze is on the left when you first enter the festival zone. You'll have to talk to the NPC and have a maze ticket if you want to play it.
The egg hunt in on the right when you first enter the festival zone. You'll have to talk to the NPC to play it, and can only play it once every 4 hours.
Not sure what you mean by "festival stuff"...
