Beach Beauty Qitari. Flowers in the mane like a sweet, summer girl and the blue star runes like the stars over the ocean at night and the water on your skin after swimming in the ocean. I felt the dragon mane and tail suited it and pulled it all together.

Edit: I changed M3: Warden's Helm with M1: Dragon Scales. I think this one has stronger appearance than the one with Warden's Helm.
