It was a largely thick chained powered by magic. And his attempts to take it off simply made the holder tighten it around his neck.

Lowell gripped onto the table, gasping for air between snarls, his jaws crackling with errant sparks.
The combination of the choking and the stress-induced change left Lowell exhausted as he no longer tried to fight the capture, loosening his grip on the table with flattening ears and a woozy glare at Diana.
