If you have what's needed, it should allow you. Maybe you're trying to claim one of the Potion choices with the wrong sort of Potion (like having a Strong Restore Potion but you have a I and they're asking for II).

I just realized how to claim it! If you have what's needed, the "Complete Offers" button should be green and you can complete it. I don't have that much potions, so..

I have an idea regarding the bundles of brewing agents. Replace them with "carnival tickets". The tickets can be traded in for certain prizes that only can be gained by the tickets. I think this would give greater incentive to play and not feel burned.
