you find a village not far off the streets are lit by lanterns and you see people dancing they look almost skeletal for some reason, but that explains the music and laughter.

the crowd has dispersed and the mayor waves your apologize away "Do not worry about it. as for the festival it honors the dead, thats why the skeletal and flowery designs." she opens the door for you "Know if you'll excuse me i must help clean up the leftover trash, you can get some sleep. if you need anything or have any questions You can find me at the town hall." she says pointing at a building you assume is the town hall.
