Yes. Leftover Garden Supplies from the 2019 Spring Festival will be reimbursed for a nominal amount of expired Spring Festival Tokens.

Sorry to bother you but...

I just started battling today and noticed that all I'm getting for drops are brew agents and chocolate coins. I'm really struggling to find brew catalysts and vials. I've only been getting these/other items through the shop or by doing the task list. Are the catalysts and blood vials of the same drop rates? I'm trying to get catalysts without paying an arm and a leg on the trade broker. I'm nervous that I have bad luck with drops or the drop rates are significantly lower for these items.

Doing 7 of the Daily quests everyday is the best way to get a guaranteed Mystery Brew Catalyst every single day. And then by also doing that many dailies quests, you should have enough, or at least very close to enough, tokens to purchase an additional Mystery Brew Catalyst from the Festival Shop.

Catalysts and Vials do still drop from off of Named and from Ancient Chests/Pumpkins. However, yes, a lot of the drop rates for all Festival items were altered quite a bit going into this Festival. I have started making some changes behind the scenes and expect to make a couple more here over the next few days.

1.) Is it not possible to gift [Trick or Treating Pumpkin Basket] through ToT? I have 5 extra of these lol
2.) I've nearly completed the 5k ToT as Visitor task and there doesn't seem to be a higher tier for it lol

Correct and correct.

For the baskets, it's just meant to be a fun item that's easy to get for all players.

It has a sale value (even before we added them recently) so it's essentially just a prize of 2,500 Gold once you already have one.
