Ahh... I may not familiar with this but, yes, I think you are selecting every layers, the image is only editable on 1 each layers only. Is there any view toolbar? Try to select the view layers.

@Leosnake,
First, go to the "Windows" drop down in the menu bar along the top, go to "Dockable Dialogues" and click "Layers"
This should open a box that looks like this:
Then all you need to do is select the layer you wish to paint over and paint away! :3
Hope that helps!
EDIT: The reason I didn't have any problems is because I always have the layer box open since I make my art in multiple layers

PSD files are hot link protected. You must click the link in the post to access those files. You can't type them directly into the URL.
