Will the kelpari and other sylesti mutation designs from the spring festival contest come out when the kelpari does? Or will those come out when the spring festival starts? (When is that by the way?)

The festival related contest content will be released when the Spring Fest is released

but as stated earlier all new mutation designs will be released with the Kelpari revamp overhaul.
