I love the new look, they looks sleeker and more maneuverable in the water, and with magic perfectly suitable for land as well. :)

I love the transparency in the fins now. They look much better. I can understand the others asking for a bit of fang. They look a little too friendly, especially the female with her smile. I think a little fang action is appropriate considering the claws are gone and they seem to be carnivorous from the description. It doesn't have to be a lot of fang, just enough to give them a hint of danger ;-)
Otherwise they look fantastic!

As my favorite species, I'm sorta disappointed, but the art is still amazing and everything!
It's just so fishy-water dragon looking now, while the old design had a nice balance of natural water lurkers and horse with the webbed feet.
But I can't wait to see what mutations you'll add and how they will look in the end, and the more transparentness of the fins and water is nice too.
Now I remember what it reminds me of:

Yes sir...but I still would like something put in place so I can block someone outside of PMs, perhaps using the user ID number. I can't imagine I'm the only person who would like the ability to do that, though.

I love the redesign on the baby male! He kind of just looked . . . off to me the first time around, but now he looks amazing!
I'd also like to add my support to the peoples who are saying they look a bit too friendly . . . I've always thought of Kelps as more regal than their Qitari counterparts, and the adult male looks fine, but the female . . . not so much. That's probably just me, though.
And I'd like to second whoever it was (I'm sorry I don't remember your username) who said that they should have scales -- but maybe just subtle ones on the tails to reinforce the idea of being part fishies. :)
