Completely different. That description refers to a pet species whose art has been redone (like the Lupora, most recently). When that happens, certain traits are moved around, altered, etc. Regenerating a pet simply means recreating a pet you already have (with all the same traits, if possible) after its art has been redone.

One more Question: so can you breed pets to get 'regen points' or is it just for that one in particular?

Just that one in particular. Regen points are different than traits. A pet gets the former based only on the amount of trait slots it lost, gained, that were moved around, etc. when its art was redone. Ill use the example of the Lupora again, since Im most familiar with that (Other species, like the Nyvene, were revamped, art-wise, before I joined the site.). Following the redraw, that species gained one(?) additional trait slot.

Trait Points: The amount of traits points a pet (related to rarity.)
No vis, no carry = 0 Trait Points
One carry = 1 Trait Point
Two carries = 2 TP
One vis = 2 TP
One vis, 1 carry = 3TP
3 carried = 3TP
etc.
Regen points are very much related, but cannot be bred for, outside of breeding pets before the revamp. Pets only become regennable when the species goes through a revamp. If they did not exist when the revamp happened, they do not have the chance to regen. What traits become regennable depends on what happens with the pet traits.
We have an entire guide here
To quote our section on breeding:
Breeding pets that are regennable treats them as 0TP- they have no traits to pass on. Locked traits will pass on per usual, but unassigned regen points will not.
Pets that have been regenned pass on the traits they were regenned with.
Eggs that were bred before a Revamp and hadn't yet hatched will become regennable if their traits (which are decided the second an egg is created) were ones that would trigger a regen.
Lupora did not gain a new trait slot- all sylesti have always had six trait slots-, but their genes were thoroughly moved and altered (and now their traits use AC1 and AC2 for colours)
Their mutations, however, with the exception of Lucky Dust (moved from M3 to M2) remained in place and are not alterable via regen if they have them.
