Diamonds are traded via the Currency Exchange. Unfortunately there's no way to send them directly to a specific person yet, but there's a reliable alternative.

I'll set up a public exchange "selling" 1 gold for 150 diamonds. You'll go to the currency exchange, search for Gold, look for my name, and accept the exchange.

One thing to remember for future transactions: the person receiving the diamonds always sets up the trade. In this case, if you set up an exchange, you'd be selling 150 diamonds for 1g - the potential is there for some random person to swoop in and get a ridiculous bargain. No one would actually want to buy 1g for any sum of diamonds outside of an agreed trade, so it's the safest way to make the transfer.
