To breed your own pets, go to explore > breeding grounds. There, choose the species, and the pets you want to breed from the dropdown list. You can click "test breed" to see possible examples of offsprings, and "breed pair" to actually breed them.
To breed with other player's pets, you'll have to go to the pet's profile page. You can find the pets by browsing the breeding forum, or using the advanced search (top left corner). At the pet profile, click "view prices", choose the stable and pet you want to breed from the dropdown list, and click "breed".
Pets have to be an adult in order to breed, and if female, they can't be recovering. Regular females have a 3 day recovery rate, while fabled females have a 7 day recovery rate.

You are able to genetically test egglings, you just won't know what traits that they have until they hatch and age. The only thing you will know right away, if it is a scale shop or wild caught egg, is the species, and gender.
