PaintTool SAI. It's got excellent pen stability and customization, even if it doesn't really have editing tools and filters it's a really great drawing program.

Mine's legit, but it's technically not mine. An old friend gave me her registration codes. I wanna buy my own when the updated version goes up, whenever that is...
I know there's like, one artist that has their's up on mediafire, but i like it being an actual program versus a buncha folders. Plus i can put my own textures and stuff in easy, which is great 'cause i do that a LOT, nearly all of mine are made by me now.

The main one affects an entire layer or layer group. It basically adds a pattern to the layer, and you can adjust how big or small the pattern is, and how light or dark it is.
The first brush texture determines the shape of the brush. It works two ways, depending on the settings of the brush. Imagine those dragging a stamp across the paper, how it'd keep the same general shape but it would smudge. A lot of the painting textures work this way. The other way is like...well it's easy to make clouds and other special patterns. The slider determines how clear the pattern is. It can make the details thicker and blurrier, or thinner and sharper. The hard and soft brush settings don't apply to this.
The second determines the pattern of the brush. The brush takes on the default circular shape(or whatever shape the first texture gives you), and adds a pattern. Again, slider determines how clear it is, but this time it determines how much of the pattern shows through the brush. The hard and soft brush options apply to this setting.
Take this for example. The damask pattern in the background circle is an example of the layer texture. The bottom of the boots are an example of the brush SHAPE texture(i actually used my custom cloud brush. The sparkles are the second brush type i mentioned, the brush texture(also, the layer's set on Luminosity so it's sparklier and glowier).
If that makes ANY sense at all?

Aaand that's what i use GIMP for. You'll need at least that, so you can edit the image and the file info too.
Here's one tutorial that explains it pretty simply.
Pixiv has a lot of free-for-use textures, i have a link on my laptop that explains what to use to navigate the site without learning japanese XD i'll grab it next time i'm on there.
512px is the maximum size for a texture, by the way.
