I slowly and obviously [in full view] approach the otter and gently free it from the litter. (Can I not keep the pets I find? I participate in the Bringing Oysters Back at my school, and I think that the best part about helping animals is watching them continuing to be free in the wild and releasing them)

I bring it back to the shelter to make sure that it is 100% okay. (But can I still release it once I can fully confirm that it is completely healthy?)

(Yes, or if it isn't fit to be released, like it has a life long disease and needs medical treatment weekly or something you can give it to the zoo.)

When you inspect him, you see he has many cuts and is bleeding badly. He also is very hungry.

Nothing seems visually wrong, but he could be sick. Bring him/her back to shelter, or keep exploring.

No, it's badly hurt from glass cuts. It needs healing, so it will have to stay for now. It's not sick though.

As you inspect it, you see that she is very sick. She needs treatment. She is also injured on her foot, which was likely caused by a piece of sharp litter.
