I supposed it could just be flat if a player wanted to. I do think an actual structure would get a lot more consideration during the judging though.

Yep. As mentioned in the rules, kits are fine to use.

Aww I understand, i am low on funds so i had to improvise. Mines not that great. But i think yours is fine.

I think though the pics were supposed to show progress. But Id ask krin to be sure. You can ping him and ask if you wish.

Based on what I saw, it said that if it's not already done you can show progress. I saw this post when I was done building them with my sister, so I thought it would be cool to post mine.
