About + Background
A very unremarkable former archivist hailing from "some cold island up in the north", as evidenced by the faint lilt of an accent to his words. He's been working for the past five years as a secretary for Aperture Insight, a private detective agency in Elaenia--but make no mistake, he's no detective, just the agency's uninteresting paper pusher and unofficial pen supplier, that's all.

Personality
A well-mannered individual with a nonetheless distant and reserved countenance. Despite being professional at handling interactions with other people, he's not particularly fond of it. The only way to know him better is familiarity over a long period of time, as he rarely thinks to speak about himself unless directly asked or if necessary, nor bother asking questions about subjects that he doesn't need the answers to. Or perhaps the reason for his faraway demeanor is because his present is so often spent in the past.
Somewhat similarly, he has a tendency to be steadfastly unaffected by (or maybe just oblivious to) others' opinions, doing/deciding only what he wishes or deems the logical course of action regardless of the general consensus on a subject. From his perspective, everything he does or doesn't do is of his own volition/agreement, rather than any obligation, and others shouldn't concern themselves with what he's doing if it doesn't affect them. i.e. peer pressure is useless but it would be funny
How does he get everything done so quickly? Why does he need two watches? Is there a correlation between the nights he works late and the mornings food mysteriously appears in the fridge? These are all questions that...well, to be frank, they would be easily answered by Rien if anyone were so direct as to just ask. But questions are other times often either costly or dangerous, so he doesn't fault anyone for not asking, but also never mentions the answers himself. As a result, he's accidentally ended up with an air of some mystery.
He is also known to be very focused when contemplating something and overanalyzes issues while drawing increasingly complex diagrams until they make sense to him but nobody else.

(please do not ask him to pick a fast food restaurant as you will probably starve to death while he derives an equation for efficiency vs food quality)

Passive
When present in a loosely defined location with a "memorable past", the user may be aware of glimpses of significant events that occurred in the location, along with a general sense of the past ambience. This does not affect the user's interaction with the current world.
Active
Medium - Timekeeping devices
The user enters an echo of the past up to twenty-four hours prior to and counting linearly up to the time of activation, in the exact location that the user is standing in. The user acts solely as a witness and is unable to interact with any objects or people within the echo, however sensations may feel real unless intentionally dissociated.
While witnessing the past, no time will pass in the present. The echo will be automatically exited upon reaching the present time, but can be "force-rewound" if necessary. However, this particular user will get a terrible headache if the latter method is used.
As far as this particular user's abilities extend, other living beings cannot be brought into the echo, but small objects can. However, as with the user, their status will be frozen in the state they were in when the ability was used, and cannot be altered while in the past.
When used with a medium, all effort needed to use the ability is expended during its "priming" phase and as a result requires little focus during its duration.
This ability can be used as many times as desired within the same place, but excessive activation within a short period of time will lead to severe lightheadedness and memory loss.

A short sword similar in shape to a dao that hangs from his belt. Whether he knows how to use it as anything other than an elegant kitchen knife is questionable, but maybe you should hope the answer is no if you're eating what he's made.
Anyways, a very thick book from the archives (or, these days, a case file) thrown at the offenders face will usually suffice.
Please do not use the pens or the typewriter as weapons unless in extreme situations, as they are very expensive.

Noelle owns perhaps more weapons than the average person could make use of in a lifetime, but the "reliable two" she most frequently uses when not testing out a new one are as follows:
"Charybdis" - A very lovely double-barreled break-action shotgun she had commissioned with intricate designs etched along the barrel and a scope that is rarely needed.
"Charon" - A flintlock pistol she often uses as a sidearm. It is made to match Charybdis, and Noelle frequently refers to the two as "sisters".
