His fire is corrupted by a form of dark energy giving it it's purplish appearence, it cling to surfaces like burning glue and when extenguished the fumes can create allucinations depending of the amount breath by the victim.
Weaknesses (physical, must have): Very clumsy, the guy walk on his own wings and tail at least fifteen times a day. While being extremly resistant to the side effect of his fire he isn't immune to it and can fall pray to allucinations in some cases.
Personality: Generaly happy and friendly guy, he is insecure of his flaws and overall scary apparence but have the tendency to hide anything that bother him under a smile.
Relations (if any): Twin brother of Alrun
Backstory (optional, includes job): He was born from the same egg as his brother alone in an abandoned nest. Due to the shape of their egg, their parents though it was a fluke and stop caring for it, leaving it behind in the end unaware of their survival. They had to improvise early in life, first as hunter, then as thiefs before they could finaly settle somwhere. Nowday Levrek own a candy shop where he work with Alrun.

While he didn't get access to the same flames as his brother, his own fire is still efficient if not better since it dosn't bring the 'may cause vivid allucination' caviat to it's use. He however have his own special ability: his scales are as sharp and durables as metal blades, normaly they are armless due to their orientations but he have the capacity to move them and reveal their sharp eadges.
Weaknesses (physical, must have): Since him and his brother are born from the same egg it stunted his growth quite a bit, somthing he was never able to catch up growing up, his head bearly reach the shoulder of Levrek.
Personality: A bit shy when it come to people he dosn't know but have an explosive temper and a tendency to act out when it come to impress peoples he knew, since he is on the smaller side he often feel like he have to put up a show to be noticed.

He can phase through objects but it is very dangerous to do it. He has a poisonous bite and his fire feels like ice when it burns you but is normal fire. He can see in the dark and is a fast flyer and runner.(If he wasn't he probably would have gotten caught a while back.)
Weaknesses:
When he phases he can get stuck and that is very bad. He has a limp from when he first tried to phase through something and failed. The sun hurts his eyes if it is a clear and sunny day.
Personality:
Ruhan is a vicious killer. He really only cares about the money because he never had anything to care about. He honestly kind of likes/looks up to Blood because he has never gotten caught. But Ruhan has been paid to find him (but not necessarily kill him or bring him back) and so he has to. He never goes against what he has been paid to do, unless he found a loophole. He works best at night due to his night vision.
Relations:
His mother and sister were killed and he doesn't care about what happened to his dad.

He is a mercenary/assassin. Basically just pay him and he will kill for you. There isn't much else you could find out about him unless you find the brotherhood that trained him. When he isn't hired to kill he is usually training or hiding from the law.

Special abilities:
She is incredibly strong and is resistant against some of the strongest flames. She has some of the keenest senses and is a natural hunter. Since she is no good in the air she makes use of her strength as a amazingly fast runner so when she is in armor she runs at a speed a normal dragon would run at with nothing on them.
Weaknesses:
Her scales are weaker than you might expect and lots of sounds and smells can overload her senses. She is not that great of a flier and when wearing her armor she can fly for only 2-3 minutes at a time.
Personality:
She has been very self deprecating after her brother died. She thinks it is her fault that he went after someone that strong, trying to be like her but lacking the experience. She has been finding less and less interest in her jobs and she feels as if she is achieving nothing worthwhile.
Relations:
She still has her mom and dad; they live three towns away though. Her brother was a bounty hunter like her, but he died trying to take in someone who was too strong for him.
Backstory:
She is a bounty hunter. She spends her life tracking people down for money. When she isn't hunting people she is a blacksmith. She generally works and sells to a guild of assassins. They have an agreement that she won't take up any bounty's for any of them and in turn they pay her higher prices for the weapons and armor.

I'm sorry but I have a few concerns with your form. I would ask there be more weaknesses, that correlate with her powers, and that the personality is filled out. Also, Blood prefers to work alone and is very selective, and I cannot guarantee a relationship between them that is satisfactory without a personality description. But either way the answer is no.
