Tickets can be bought from the Diamond Shop with Diamonds or the Holiday Shop for Valentines.
They can also be found from Lovely Treasure in the festival zone as well as participating in the Queen of Hearts dynamic event in the festival zone.
Valentines can be found the same way in the festival zone as well as from nurturing.

A Wheel of Love Ticket can be bought with diamonds in the diamond shop, 100 valentines in the Holiday shop and you get one for defeating the Queen of Hearts in the festival zone. I've also heard they can be found randomly in the special chests in the festival zone but I haven't seen any that way to confirm.

How do you buy things with Valentines because I have 128 and it won't let me buy anything.

In your inventory, select the valentines and click use item. Then, go back to the holiday shop and buy what you want c:
