I don't know what happened, but I was having a lot of problems with the seashell hunt.
I spent a couple of hours roaming the map for the 9th shell, even using Talyn's map to check off each area I searched and never found the 9th shell. Finally someone suggested I exit the zone and come back. It worked but I saw more than 1 shell on the map. I picked up the 9th shell and completed the hunt. After completion shells are still on the map and there isn't another hunt initiated. I'm afraid to collect them and I'll probably have to reset the map again which I don't like doing.
A few others had problems finding the last shell on the map and found it by exiting and re-entering, I don't know if anyone else has problems with seeing more than 9 and the extras staying on the map.

Issue should be fixed. Just exit the zone and re-enter and everything should be fully reset.

The second variation of themed pets for the festival zone are now available! There are now a total of 32 to be found.

How do I go about finding seashells? I found while exploring the women that gave me the task to find them, but how do I find them?

Just wander around the zone after talking to the girl asking you to find the seashells. You'll see seashells randomly around the entire zone, so you'll have to explore every bit of the map till you find them all. When you see them, just walk up to them and click interact, and you would have collected them.

I have exited the zone many times now and still can't find the 9th seashell:( anyone have any clues to where it might be?
