It is randomly spawned each time you enter the zone or each time you start the hunt.

Yeah, the wheel usually stays open afterwards, and I have about 40 tickets I was planning to use...

Well the wheel is still up, you would have to go to its url. I have in opened in another tab and you can use it but don't really know if there was a reason that it's not there for people to just click on...

Thank you to everyone who participated in this year's festival! We're sorry that we didn't have as many forum games as usual - we unfortunately had some unexpected things come up this past week that kept us very busy. But hopefully everyone who participated in them today had fun. =)
As for unused tickets and tokens, the Wheel of Dreams and the Holiday Shop will remain open for another week.
Also, [Summer Festival Baskets] and [Lucky Wheel of Dreams Tickets] are still available in the Diamond Shop for the same duration.
