I dunno if I was included in your question, but since nobody else is saying anything yet, I personally use a free program called gimp and my mouse for coloring. x3

As to answer your question (since I have a different answer), I use a ripped version of Paint Tool SAI and from there messed with different brushes, layer settings, etc.

Here's my entry. ^^ I used the Iridescence Gene for inspiration and, even though Sylvorpa don't have the option yet, Nebula, my absolute favourite gene pretty much across the board. :}
