Not the right thread to post this to. lol. Bug forum or the festival overview thread would probably be better.
Have you exit the festival zone during this time? Cause all boss and chest spawn times are reset whenever you leave. If not bosses should take about 2 hours to respawn.

It's an issue w/ the front part of the tail feathers. It should be a pretty easy fix.
