Hi, and thank you so much for messaging me with this offer! :) I'd like to be able to start breeding right away... It sounds exciting! I picked a couple pets that I think would work for breeding; they're from 2 different people, so please let me know if that's not okay.

I understand what you're getting at. When I was creating the thread I struggled over how best to define the term "new user". It's pretty arbitrary just like you said. Some people create an account and fly through the levels just like you. Others create an account and never come back. Plus everyone in between. In that regard I don't think it makes to much sense to use account age as a way to determine whether someone is a new user or not. It's just to big of a grey area.
But after having spent some time caroling during the Winter Festival I've noticed that a lot of new users had pretty high account levels in a short amount of time. Now that might just be because of the Festival, who knows. I've also seen new users who are like level 15 that have 3 tabs full of pets. I had contemplated upping the level requirement to like 35 or something. I could get rid of the level requirement entirely and leave it up to them to decide if they consider themselves new users. Run things on the honor code. In turn, I and the other donators would be responsible for deciding who we consider to be new users. I could give that a try but I feel that there does need to be some kind of cut off but it's not like if someone asks for a pet and is level 28 that I'll refuse to give it to them.
Anywho, let me know if you think any of that would work better or if you have any other suggestions on how to define "new users".

I finished hatching the pets in my hatchery so people can mail or ping me to request those I have up for sale (that are regular pets or FF themed regular pets)

Maybe make a series of requirements, and if someone fits in one of them, they can get a pet.
For example:
User level under level 25, or under 2 weeks, or have less than 20 pets
So, the user you mentioned above is at level 15, and have 3 tabs full of pets. This user is eligible for requesting a pet because their level is under 25, even though they have many pets.
It wouldn't be perfect, since some users may give up on the rpg part, but it might work better. The pet limit might not be absolute either, because the quality of pets counts for a lot. 20 AS griffi and 20 1g pets is a huge difference.
And maybe just state that the cut-offs aren't absolute. Because rule #1 is "To receive pets, a new player must have a user level of less than 25." It sounds absolute and a level 25 user who wishes to abide by the rules may not post in the thread asking for pets, unless they see one they badly want.
Edit: I think your idea for raising the cut-off to level 35 is good.
Another thing I would disagree with is requesting pets by positions instead of links, especially in a hatchery. Pets can grow old and move out of the hatchery, and the requested pets will end up in different spots.
And also, I have been leveling some of my bred pets during dungeons and daily questing. I was thinking of setting up a new thread, but I may donate them to this instead, once I have a separete area to put the ones I am not keeping. Right now all pets I am levelling are put in the same place, whether I want to keep them or not. Most of the ones wil probably be level 15-20. I have two at level 25 and one at level 26 that I no longer wish to keep.
