The third pet slot can be found in the Sanctuary of Saerielle which is the town in the second area called Umbra Forest.
Buying high level pets won't help. Your player level is a number you seen find either on your profile or under your username in the forums. Your level is 21. A player cannot fight with pets with a level under their current user level. So currently you can only use pets level 21 or below.
Your player level is determined by the highest level pet that you've leveled yourself. So when you level a level 21 pet to level 22 your player level will also go up to 22.
If you're having trouble, you can raise your pets stats a bit by using better armor. It might also help to go back to a lower level area and grind up their levels a bit.

if you're having trouble in battle, always check yo make sure you have the right kinds of setup
> if you're in umbra forest, you're expected by the game to have gotten your third party slot
> make sure your pets have the right equipment and prof setup, and party order
currently the two pets on your team- Dianna and celstial aurora- do not have the right kinds of equips
Both shadow and fire are magical elements, but both of them have more strength based equipment, and both their relics fall into that category
Relics provide a large boost to the damage stat, but you have to make sure they have the right kind; a magical element pet cannot use the physical damage stat, and vice-versa
Dianna being a shadow pet should be in slot 1 of the party and have Illusionist (int/agi) equips
C.A. being fire should have Evoker (Int/dex) gear
(also you want to aim to replace the uncommon equips asap because they're just kind of bad)

you can check this guide
But to run down
Physical elements (Use Strength and Physical Damage stat): Earth, Water, Air
Magical elements (Use Intelligence and Magical Damage stat): Shadow, Light, Fire
Strength stat controls Phys. Damage stat and gives some physical defence
Intelligence controls Magic Damage stat, gives some magic defence
Damage stats control the output of the pet's moves (eg. water's Bolt does "150% physical damage" so a water pet with a phys damage stat of 200 will have an average output of 300 damage with that move. Pets only use the damage stat relevant to their element.
Dexterity controls Accuracy and Critical Hit chances, and shares speed along with agility.
Agility controls Evasion and Defences, shares speed with dex (eg. a pet with 100 dex+300agi has the same speed as one with 200dex+200agi or one with 300dex+100agi)
Your slot 1 pet is the tank pet (typically Earth, Shadow, or Water, sometimes Light)
Tank pets are generally proffed for HP, offense, and Agility
A physical element tank will get Assassin gear, which gives Strength and Agility
Magical tanks get Illusionist gear, for Int and Agi
Attackers are usually Fire and Air (as those elements are designed specifically for it). They get proffed for offense and dexterity (3offence/2dex at lv70 is the usual). Fire and Air's base attacks' debuffs rely on crits to be inflicted.
Air attackers get Myrmidon gear (str/dex), fire attackers get evoker (int/dex)
The last usual team slot is Healer (Light), or more rarely a Buffer (Water)
these slots are usually proffed and equipped roughly the same as attackers (since the tanks are the only ones that really need HP and agi usually, so the other slots can lean into output more- you can throw agi gear on them if you don't have enough dex gear)
(Since their base moves don't rely on crits, though, I'd go all-in on offense before going dex with them, though, so you can get the most healing/defense out of them)
(obviously there's other team setups, like tank-or-healer/attacker/attacker, or triple-shadow, but tank/healer/attacker is the most common setup)
Basically:
Step 1, observe what element the pet is; physical or magical
> Physical = Strength, magical = intelligence
Step 2, observe battle position; tank or attacker or other
> Tank = agility, attacker = dexterity, other = usually dex
(something that often trips people up at lv60 is the lost grove gear, with lightbringer gear. Because Lightbringer gear is set up for light tanks rather than light healers, despite healer being the far more common role of a light pet. Lv60+ light healers usually get equipped with pyromancer gear.)
