I bought a philter from the scale shop to use on my pet but no gene showed up, just a little bottle icon. Is there a delayed effect?

No, you got a carried gene, not a visible one.

Lesser genetic mutators can give, as they say in their description, either a visible or carried trait
You cannot see carried traits in a pet's genetics unless that pet has been genetested, for which you either need a genetic testing kit, or another player who does.
Many people offer free testing services in the Groups, Guilds, Clubs, and Services subforum.

(extra info: Greater genetic mutators allow you to add one non-restricted visible trait of your choice to an empty slot, Lovely and Lucky mutators let you pick a trait from a select list of traits (varying by species), and Disruptors are not Mutators and function on completely different rules)
