Ranks for battle abilities were introduced with the Lost Grove. It's set up on a slightly different battle system/zone then the rest of Sylestia/festival zones. After you complete Sylestia's main storyline you will gain access to the Lost Grove (level 60+ zone) where you can increase and level your pet's battle proficiency. |

In addition to what Imperium said, you can also gain attack rank exp by fighting in the Maws of Madness while it is available for Fall fest.
In battles where you can get attack rank exp, a move will gain exp for every use of the attack in a battle, and all moves regardless of usage will get a set amount of exp upon winning the battle dependent upon enemy specifics (eg, bosses give more than random enemies from the same area as them in the Grove) |
