Just wondering if there is a minimum AI rating to have Tier 1 available in Snow Wars. I can select Ranked game, but can not select any of the tiers. Thanks

The text on that page explains this but it's not the most clear I think. Those tiers you see to the right side are for Rewards Matches and do not count as part of your Ranked points. Once you get a certain number of points you unlock a tier of Rewards Matches that you can just play for fun/more prizes without worrying about it affecting your score. You cannot select a tier for your Ranked Match. The difficulty of your Ranked Match is automatically selected based on your points total.

But what is the minimum rating to unlock the tiers, please? I am currently at 530 and haven't unlocked any yet.

If you hover your mouse over the tiers you can see the points needed to unlock them.
