are players able to create themes that can be incorporated into the game? how does it work?

By submitting designs to the (usually) seasonal Theme Design Contests there is a chance that you can have a design selected as a theme (there have on occasion been theme design contests that are not for the four seasonal festivals but those are very very rare)

Here is a guide on designing themes- it isn't a definitive guide, just this users own strategy and a general overview of other strategies, but it might helpful to look at

(and players can and do of course make their own designs that are not Themed to make projects out of also)

ohhh got it!! that makes sense lol, are players allowed to just. make & save themes they'd like to submit while they wait for a specific season?

people design things all the time, nothing to stop you. Some people end up designing themes for a season months ahead of the contest for that season comes around. I myself already have a few designs in waiting for the winter theme design contest thread to be posted

ah, also, to ping a person, use the blue @ icon button, rather than the quote button! (you can ping more than one by separating the usernames with commas)
