There is a + in the base stats and I'm not exactly sure what it means. It even appears on pets in the hatchery.

The + and then the number after it means wild stats. Pets caught in The Lost Grove have wild stats that can pass on through breeding(Though they get lower with each generation).
The higher the rarity the pet is, the higher their wild stats will be. And being a themed Lost Grove pet increases their wild stats as well.
