1 do hatchlings carry over stats or certain stats from their parents?
2 do hatchling gets carried over stats by using philters in past generations?
3 if anything above its true, is there a max stats a pet can have carried over?

Offspring gets stats based on the parent's base stats (averaged, I think?) and since philters permanentally increase the base stats of a pet, the offspring will receive an increase as well. I don't know about max stats, though.

So, easily a 20th generation pet is just way much stronger than a 5th generation one.... isnt it.... not so bad >_>.... i just have to keep the highest generation always and ill have my strongest pets

Sort of. If you click "Let it hatch" then a random stat will increase a very small amount and it would take quite a while for the stat increases to really have an effect on your battles...maybe 20 generations ;)
You can get by just fine with properly equipped caught pets here, so don't worry about your pets' base stats for regular gameplay.

for the regular story im using a the same 3 pets from the beggining, generation 1, but i was asking because if i was going to breed i wanted to do it at the best possible ^_^
right now im collecting all the scales i can so i can buy the stats for the next breeding

Actually, I would highly recommend buying the philters with gold and save your scales for dyes and mutators. Those go for quite a bit and tend to be more useful, but the the philters are rather cheap in gold. The only place outside the story line where stats really make an impact would be in the arena and festival bosses. and dynamic events I suppose.

There should serriously be an official "Comprehensive guide to breeding for stats"... as often as I see posts regarding people asking about it. But every time their questions are answered, the topic gets berried with "LOOK AT MY PRETTIES!! LOOOOOOK!" X(
