I think what you saw was the "Default Sell" price, in which if you have the item in your inventory, you can sell it for 5k.
If you don't have the item, you can't equip it.
You can check out the trade broker, (Trade>Trade Broker), and see if anyone on there is selling the outfit you want, or you can post a forum in the "Item auctions" Section of the forums.

Which outfit are you talking about specifically? There are a lot of outfits in Sylestia currently avaliable. If you are talking about the ones in towns (Eslor's haven), you need to get allied in order to buy it, even if you do have the money.

Also, you can change or wear your outfit in the Wardrobe, located in the tab 'Account'. You can also buy outfits in the trade broker. Again, I'm afraid you'll have to describe your situation in more detail please.
