Older items and monthlies like you listed can be very hard to price since the market for them is rather small in general due to their expensive nature. The following are my opinions only on how much a player would realistically spend on these items.
Glowing Sugar Plum Wings: 100k-200k. This item isn't very popular as far as I can tell. It is a rather rare item nowadays but it's not in high demand outside of collectors.
Lightning Lord's Wings (Stormbreaker): 350k-500k
Harpy Tail (Emperor Penguin): 250k-400k. It's a monthly with a recolorable option. Most people will prefer to spring for the recolorable so it's not in high demand.
Scorpio Crown: 350k-500k.
Scorpio Garments: 500k-1mil. It's not a very popular avatar choice as far as I've seen but it's still a monthly outfit. Definitely don't sell for any less than 500k.
Scorpio Claws: 350k-500k
Underworld Raiment: 500k-1mil. Again, not an outfit that I see very often.
Demon Hunter's Hood: 400k-600k
Demon Hunter's Armor: 750k-1.3mil. It's one of the oldest monthlies and I see it much more often than the scorpio or underworld monthlies. Much higher demand.
Flower Flapper Attire (Twilight): 100k-200k
Summer Lotus Tikka: 350k-500k
Sylestia's 2nd Anniversary Banner: 50k-150k

I realized that last night when going through the items i had about the banner, though i could have sworn they were tradeable before, however that was a long time ago and i could have been mistaken
