There are special, limited-time events called Festivals where Themed can be tamed in a festoval zone or built in a seasonal event. The only ones you can get outside of festivals are from the lost grove but they are very rare.
Scale eggs are, to my knowledge, never themed.

The Scale Shop never has Themed Egglings- Scale Shop eggs are just random.
Dusklash already said it, but I've just been typing out a post in one of our guides on the manners in which Themes are obtained so I might as well link it (though it isn't entirely complete currently)
