this is a question answered in the Guide to Regeneration, by-the-by.
Page 4, Questions section:
"If breeding regennable pets have not had TP reassigned:
Breeding pets that are regennable treats them as 0TP- they have no traits to pass on. Locked traits will pass on per usual, but unassigned regen points will not.
If breeding a pet has had its TP reassigned
Pets that have been regenned pass on the traits they were regenned with."
