It's a monthly item, which are no longer in the game, so you'll have to wait until the Black Friday sale in November to get it using diamonds in the avi item shop, if I'm not mistaken.

What Lark said. Monthly items are only available during the Black Friday sale unless you can find a player selling it. Monthly items aren't usually cheap to buy from players, though.
As an addendum, you'll need to buy the full set during the Black Friday sale in order to get the outfit. In past years the set has been 800 diamonds so it'll probably be that or around that this year. Just so you know what to save up. :)
