Nope. Only pets created before the revamps are eligible to become regens. You can not create more.

see guide to regeneration and revamps
Regennable pets are the result of a revamp- the pet has to have existed at the time of the revamp, and fall into the parameters of regennable traits/colours in order to become a regennable at that time.
If you breed two regennable pets, only the traits and colours they have at the time of the breeding will be taken into account- any unassigned regennable trait points are tp that are in limbo, so to speak, and not actually 'part' of the pet.
So if you breed two pets that are 12tp regennables, what you'll get is a 0tp offspring, breeding two lups with 2 regen points and a locked trait each will pass on only the genetics of the locked traits, etc.

Can't help you there. The fact that you didn't specify species aside, you can find regen pets that are for sale for yourself via the Advanced Search by searching for pricey pets with no traits (except like, lupora, because they had locked traits)(select revamped species you're after, set it to search Offspring, set all traits to "nothing", select 'gene tested=yes')
Most regen pets will run at 50k as the lowest baseline price (the cheapest 10tp puff, for example, is going for 450k, venes 125k, lunes 100k, no 10tp kelps are for sale, and so forth)

You go to your stables and click enable mass move. Then select the pets you'd like to move. Then chose which stable (and tab) you'd like to move the pets to from the drop down and click the mass move button to move them ^^
